In 1854 the Emperor Napoleon III built a summer palace, La Villa Eugénie, by the ocean-side in Biarritz for his wife, the Empress Eugénie. For sixteen years, excepting 1860 and 1869, the imperial couple never missed a season in Biarritz and the world's aristocracy followed.
